Job Description
Reports to
- The Chief Executive will report to the
Cabinet of the Council
Job Purpose
- To be responsible, as Chief Executive,
for the effective management of the
Council, for providing advice to the
Chair of Cabinet, the Executive, the
Group Leaders, the Council and where
appropriate, individual members,
in the identification and development
of key strategic policy objectives
and priorities.
- To lead and inspire the senior
management team and staff of the
Council to deliver the Council’s vision,
values and objectives, by ensuring
that all resources within the remit
of the Council are used effectively
in a co-ordinated corporate approach
to deliver excellent customer services
to residents.
- To act as an ambassador for the
Council and ensure it is fully engaged
and working in partnership with its
communities and stakeholders.
- To carry out the statutory
responsibilities of the Head of Paid
Service as set out in the Local
Government and Housing Act 1989,
Section 4, the Local Government Acts
1972 and 2000 and the Council’s
constitution.
Main Activities
- To work in partnership with elected
Members to provide a clear sense of
direction and help to determine the
corporate culture and assist in the
process of policy formulation to ensure
that the Council’s vision, goals and core
values are realised.
- To provide decisive leadership and
develop the senior management team
and officers of the Council using the
principles of performance management
to set clear strategy and objectives,
monitor outcomes and reward
performance in the delivery of that
strategy and achievement of those
objectives whilst ensuring appropriate
and cost effective structures are in place.
- To support Members in their role as local
community leaders by advising on
building and fostering relationships
with community groups, other local
authorities, NHS, relevant agencies and
the voluntary sector.
- To support Members in building and
fostering effective relationships
regionally, with the ODPM, the LGA
and other relevant bodies.
- To provide modern democratic
arrangements to support effectively the
Council’s monitoring, review, scrutiny,
business continuity/disaster recovery
and improvement processes.
- To provide good value for the
community with efficient, high quality
and cost effective services, through
maximising resources, incorporating
best value and practice and utilising
new technology and innovation.
- To work with stakeholders and partners to
develop policies and community plans to
benefit local people in line with aspirations
and take a positive lead in the active
promotion of the District’s strengths at local,
regional and national levels.
- To promote the Council’s commitment to
valuing diversity, reflecting the diversity of
the District in the Council’s employment and
service delivery practices, and ensure the
development and implementation of effective
social inclusion, racial equality and
community safety policies.
- To take the lead in ensuring the development
of e-government systems relating to all service
areas.
- To identify key issues requiring consideration
by the Council, assess their relative priority,
recommend relevant objectives and secure
advice/action to achieve them.
- To promote a positive image of the Council
and its work with communities and external
bodies.
- To keep abreast of economic, legislative and
social developments affecting local
government in general and their work area in
particular and develop strategies as
appropriate.
- To fulfil such other functions that might
reasonably be required of a Chief Executive.
