Financial Information

Council Tax

The average Council Tax for a dwelling in Band D is £185.49 for District and Parish Council purposes. The average total Council Tax for a Band D dwelling is £1,242.05 (County Council 76%, Police Authority 9%, District and Parish Council 15%).

Capital Programme

For the two years prior to 1 April 2004 the Council held debt-free status, which significantly increased its capital spending ability. Debt free status no longer applies following the introduction of the ‘prudential’ system of capital finance.

The capital programme for 2005/06 amounts to a total of £16.9m of which £12.7m is in the Housing Investment Programme and £4.2m in the General Fund Programme. Significant projects relate to leisure buildings, London Road Cemetery, recycling initiatives, disabled access to buildings and improvements to Information Technology (upgrades, replacements, new financial management system).

General Fund Budget

The net budget, before use of balances, is £16.6m which is analysed between income and expenditure as follows:

Gross expenditure is £20.3m, income £20.1m (largely rents) and the net amount drawn from balances £0.2m.
